CODE OF ETHICS

1.  Members shall cooperate with the OPAP leadership in pursuing the objectives and implementing programs pertinent to the development of the OPAP and the overseas placement industry.

2.  Members shall conduct their business ethically and always strive through their actions, to enhance the prestige and good name of the OPAP and the overseas placement industry.

3.  Members shall advertise responsibly and solicit business in a manner indicating truthfully the nature and purpose of their business.

4.  Members shall state their charges to the principals without ambiguity and fulfill all obligations to their principals’ satisfaction.

5.  Members shall receive from applicants for employment only such fees lawfully authorized by government bodies regulating the overseas placement industry.

6.  Members shall take responsible steps to ensure that applicants are adequately screened and tested to meet the specification of principals.

7.  Members shall respect the legitimate business relationship between a fellow member-agency and its principal. They shall also respect the existing employer-employee relationship between an agency and its employees. In no instance shall they commit any act which intends to disrupt such relationship.    

8.  Members shall take the initiative in furnishing the OPAP National Secretariat with concrete and factual information that may help pursue the purposes and promote the interest of the OPAP and the overseas placement industry, including information about any act or circumstances inimical to the Association and the industry.

9.  Members shall in case of dispute between themselves, submit to the arbitration of OPAP, which shall create an ad hoc arbitration committee whose decision shall be binding on them. In cases of dispute between members and others, and if so request by the third party, OPAP shall likewise act as arbitrator through such committee.

10. Members shall always be guided and solemnly bound by the spirit of this Code and the By-Laws of the OPAP.
